Various drugs that significantly affect (positively or negatively) human genetics (genetic engineering, drugs (alcohol and tobacco), genetically modified organisms (GMO), toxic food additives and cosmetics, etc.), which means they affect on the life and health of not only the living, but also many subsequent generations - this is the genetic priority of social management. This is its superiority over the forceful priority of social management, which directly affects the life of only living generations.

Split consciousness as a property of a drug addict causes an important socio-psychological and socio-philosophical problem associated with the assimilation and development of the cultural heritage of their civilization. The sphere of interests and behavioral motives of the drug addicted segment of the population is narrowed and primitivized to a level that makes it easy to manipulate mass behavior to the detriment of the entire society. That is, such a segment of the population is a potential destructive resource for its state and civilization under the aggression of external conceptual power.
At the level of historical priority, a myth is being introduced into the mass consciousness that characterizes our ancestors as a "traditionally drinking nation", which experts recognize as clear disinformation.493 And at the level of ideological priority - mainly through the media - open propaganda of tobacco and alcohol is carried out. Currently, people are trying to impose a false understanding on society (especially young people) that beer is not an alcoholic drink, and even less does it belong to drugs. De jure, it does not even fall under the legal restrictions on alcoholic beverages in advertising and other areas. But de facto, beer is a drug used in social manipulation.

Therefore, the authors believe that the problems of the consequences of the use of modern genetic technologies (genetic engineering and therapy, cloning, etc., and the biosociopolitical situations caused by them) in the conditions of the 21st century are especially urgent.

Within the framework of this concept, according to the authors, power is associated with biopower by genetic succession, and is derived from it. Based on the results of the research of Glazko and Cheshko, it can be argued that the genetic priority of social management has a greater impact on the life of society than earlier in the previous history of mankind. Its increasing importance is due to the development of biotechnology and is associated with the developing processes of globalization. Thus, in the process of development of bio-power as a phenomenon, the importance of bioethics as its regulator also grows.
As a result of the development of highhume technologies, bioethics as a methodology of biopolitics and ethics of biotechnology is being transformed into the theoretical basis of fundamental ethics as a whole as a science. Moreover, the diseases of civilization and pathology caused by the deterioration of the ecological and cultural environment of man as a result of the divergence of the vectors of biological and sociocultural evolution, significantly increase the relevance and importance of bioethics as an integral part of human ethics.
Humanity, recognizing the system of moral and ethical values, should responsibly for contemporaries and their descendants use the means of the genetic priority of social management both from the standpoint of biopower and from the standpoint of bioethics, as well as from the standpoint of preserving biological diversity of species and ecological balance on our planet. It is in this aspect that it is advisable to discuss the use of genetic engineering and the development of human civilization at the level of the genetic priority of social management.
