The head of the State Duma Committee on Information Policy Leonid Levin named a number of challenges that the development of artificial intelligence brings with it, among them is the rise in unemployment and the possibility of using artificial intelligence for illegal purposes.

“In addition to its advantages, artificial intelligence also brings with it challenges, primarily economic ones. For our country, in my opinion, the main problem is the crowding out of manpower by artificial intelligence as a result of robotization, Levin said at an expanded meeting of the Council on Legislative Support for the Development of the Digital Economy under the Chairman of the State Duma.

The deputy noted that this applies to the banking sector, accounting, legal services, industry and much more.

“Thus, in the near future we may face an increase in unemployment. For example, in Russia there are more than one and a half million guards alone. Sooner or later, they will be replaced by automated systems, and two percent of the country's working population will spill out into the labor market. That is why we need to think about how to find jobs for the part of the population that will lose their jobs as a result of the development of new digital technologies,”the parliamentarian stressed.

RF as a center of attraction for developers

Levin believes that an equally important challenge is the use of artificial intelligence for illegal purposes.

“Any technology, apart from public benefit, can also be harmful. Self-learning machines will be able to use previously impenetrable passwords and security systems,”he said.

To combat these phenomena, it is necessary to create such legislation that would not only ensure the safety and rights of citizens, but also create the necessary conditions for Russia to become a center of attraction for technology developers in the field of artificial intelligence, the deputy said.

Benefits for the country

At the beginning of his speech, Levin drew attention to the fact that artificial intelligence is currently proving its benefits for the Russian Federation.

"In the context of a shortage of medical personnel, artificial intelligence, according to Vladimir Putin, can become the main mechanism for saving people, it can help structure existing medical data and, by means of identifying patterns, orient doctors when making decisions," the parliamentarian said.

He noted, citing the opinion of military experts, that artificial intelligence can change military affairs as radically as nuclear weapons changed it in due time. According to Levin, artificial intelligence and robotics are being actively introduced into agriculture. He stressed that artificial intelligence will change the whole way of life in all industries.
