The Ministry of Telecom and Mass Communications has submitted to the government the draft of the national program "Digital Economy", which implies toughening of requirements for information security. In particular, by 2024 it is proposed to reduce the share of foreign traffic on the Russian Internet to five percent, according to Kommersant, which has a copy of the project.
Currently, about 60 percent of the traffic is transmitted through servers abroad. In the January version of the plan, the share of domestic network traffic in the Russian segment of the Internet routed through foreign servers was 10 percent, but has now been reduced to five.
According to the new project, the five main directions of the state program will be supplemented with three new ones - "Digital Public Administration", "Ecosystem for Supporting Digital Economy Projects" and "Digital Space of the EAEU". They envisage the introduction of digital technologies and platform solutions in public administration and in the provision of public services, as well as the creation of a system for financing "breakthrough projects". In addition, it is planned to develop and implement a unified policy of the countries of the Eurasian Economic Union in the field of the digital economy.
The department has prepared a project together with the Analytical Center (AC) under the Russian government. It is intended to fulfill the presidential decree in May, which implies an increase in internal costs for the development of the digital economy by three times compared to 2017. In 2017, according to the Ministry of Telecom and Mass Communications, 60 percent of traffic was transmitted through foreign servers.
A similar traffic routing system operates in China. Within the framework of the Golden Shield project, communication between China and the rest of the world is carried out only through special servers, and the equipment that passes traffic belongs exclusively to the state.
