During the years of perestroika, Soviet people betrayed their ancestors and supported the government, which trampled on the state they had created. The people silently or with approval watched as the powers that be drowned in the mud everything that grandfathers created, for which they died and for what they lived. Now our people are paying for this betrayal of their fathers with weakness, apathy, and the loss of the meaning of their existence. And what should happen to the people who betray their children? The question is not abstract.

On December 5, the State Duma in the first reading considered a bill that would turn the entire Russian information space. It lifts the ban on children's access to information that is now classified as harmful to their health and development and the dissemination of which is not allowed among children of certain age groups. This is a landmark event, which, in fact, means that the state is refusing to protect our children. The bill removes from producers and broadcasters of information products the obligation to put age marking 0+, 6+, 12+ and 16+. The only exception will be the category "18+", which includes a very meager set of types of information, including: pornography, calls to violence, suicide, propaganda of homosexuality. But this last category is also canceled for films,which are allowed to be shown without a rental certificate (festival, educational films and film products created before 1991).

So, now, under the new bill, young children will be allowed to broadcast naturalistic descriptions of violence and bodily harm that cause fear, horror or panic in children. And also information that exploits interest in sex, a naturalistic description of sexual relations that is exciting in nature, a description of actions of a sexual nature (this kind of information is often qualified not as pornography, but as erotica).

Want to know how the ban is lifted? Information products are declared a "cultural boon", and the age restrictions for children from 0 to 16+ years old will be lifted for the broadcast of "cultural benefits", works of art and their interpretations. According to the "Fundamentals of the Legislation of the Russian Federation on Culture", cultural benefits are "conditions and services provided by organizations, other legal entities and individuals to satisfy citizens of their cultural needs." This broad formulation makes it possible to recognize any low-standard and questionable product as a “cultural good” and broadcast it to children of all ages by any individual or legal entity operating in the field of theater and entertainment events.

The authors of the law proceed from the unscientific premise that if a work has cultural value, it is a priori harmless to children. In this case, the film interpretation of the work of the Marquis de Sade "120 Days of Sodom, or the School of Depravity" by the famous director Paolo Pasolini can be shown in nurseries, kindergartens and schools, despite the presence of scenes of sexual debauchery, sadism, and torture.

The authors of the bill emphasize that children are now denied access to works of art due to age marking. “We are not talking about all information products, we are talking only about literature, art,” says one of the authors of the bill, chairman of the State Duma Committee on Culture, Elena Yampolskaya. “It's just a crazy house! This barrier between children and culture must be removed,”she says. But Mrs. Yampolskaya is somewhat disingenuous here. Works of significant artistic value are still not subject to mandatory labeling. Instead of creating a clear list of such works that are allowed for children, we are actually being asked to completely abandon the protection of children from harmful information.

Well, as usual, any bill that will undoubtedly cause a wave of indignation among the majority of citizens must be accompanied by an active PR campaign. A PR campaign is directed at the destruction of the last dam, which holds back the stream of informational mud rushing from the banks, which has long been ready to collapse on the heads of our children. Namely, to the Federal Service for Supervision in the Sphere of Communications, Information Technology and Mass Media (Roskomnadzor) - to the structure that monitors compliance with the law on the protection of children from information harmful to their health and development (Law No. 436-FZ).

I must say that this department gives a lot of reasons to criticize it. Among the experts of Roskomnadzor, indeed, there are strange, it is not clear from where they were recruited specialists, whose expertise is sometimes crammed with conspiracy theories and ideas. There are also openly unscrupulous experts among specialists, who, as a rule, do expertise commissioned by content producers, and then access to children gets content of a completely rotten and destructive kind.

The activity of this structure annoys large players in the information market. For example, a storm of indignation over ILV's child protection activities erupted in the summer of 2012. Then the State Duma discussed a bill proposing amendments to the 436th law. The amendments concerned the creation of a register of prohibited sites that publish child pornography, information on the receipt or manufacture of drugs, as well as information on methods of committing suicide or calls to commit it. At the head of the protests, to the delight of pedophiles, were the country's largest Internet sites - Wikipedia, LiveJournal, VKontakte and Yandex. They organized a large-scale Internet strike, posted slogans on their main pages about the inadmissibility of censorship, about the suppression of freedom of speech, etc. But, despite the protests of the Internet giants,children's rights to play pornography, as well as to study ways of committing suicide and using drugs, were still seriously violated.

However, the law hinders not only the largest Internet sites. Protecting children from harmful information ties the hands of show business, organizers of concerts and entertainment events. It is about this area of activity in the Yampolskaya law that is written separately. Especially the 436th law has recently interfered with the figures of rap culture. It is noteworthy that the reason for the attacks on Roskomnadzor in 2019 was the scandalous incident with the examination of the songs of rap artist Yegor Creed. The examination really turned out to be ambiguous, filled with unfounded conclusions and accusations. An ideal excuse to arrange a demonstrative whipping of Roskomnadzor and teach a lesson to other experts: don't meddle with rappers - serious people control business!

Recently, this business has started to experience some difficulties. In 2018-2019, dozens of concerts of some rap artists were canceled. And all because the lyrics of their songs are filled with those very naturalistic descriptions of sexual acts, violence and the propaganda of asocial behavior, the broadcast of which is now prohibited by law 436. Probably, such a ban is one of those "barriers" that Mrs. Yampolskaya wants to remove with her bill …

Meanwhile, rappers are incredibly popular among children and teenagers. In terms of popularity, they left rock music far behind. Rappers gather stadiums for their concerts. Their performances are gaining tens and hundreds of millions of views on YouTube. How do they so captivate today's Russian children?

The answer is simple: rappers sing about them, about these children. About how the children were deprived of their hope, dream, future, and the right to development and creativity.

But Russian children do not hear the answer. And they gradually realize that their country does not need it. “No love for them, as for me from my mother. My youth is a knife, there are scars on my heart,”they echo to Dremin.

Bitter irony, pain, despair are heard in these words. Attempts to lull this pain of consumerism, to clog the throats with fast food, to finally turn children into trash do not lead to success. “I am happy that I am not a slave of bourgeois views,” the most popular rapper Miron Fedorov (Oksimiron) sings.

The phenomenal popularity of these particular performers should have told us that children are sick of the ideology of militant philistinism, so actively imposed on them by the authorities. In the depths of their souls, a response is gradually born, a voice of protest. And this voice is perfectly heard by rappers. “I don’t want to be beautiful, I don’t want to be rich. I want to be a face-shooting machine,”rapper Husky sings. But if you suddenly decided that rap singers are modern representatives of populism, that they are new singers of folk truth or radical revolutionaries who are ready to do anything to bring children out of hell, then this is a false impression. Quite the opposite is true.

No matter how hard the songwriters try to make excuses and assure that they have written a provocative song for parents who allow children to use gadgets uncontrollably. Justification is crafty and weak. After all, these songs are listened to not by parents, but by children who sometimes have not even reached adolescence. They will not see the hidden meaning in it. Yes and no it is there, just as it was not in the words of the head of the department of youth policy of the Sverdlovsk region Olga Glatskikh, who said that the state did not ask to have children. It is naive to think that what has been said reflects only the point of view of a separate official who has lost its shores. The destruction of education, the destruction of free medicine and the system of social support for mothers and children are all clear signs thatthat the state refuses to take care of the younger generation. Children have become a burden to the authorities.

There is no saving sense in the songs of the most popular Russian rap artist Alexei Uzenyuk, who sings under the pseudonym "Aljay". "Hey, bio-garbage, how do you like the tusa?" - he addresses the audience of the VKontakte festival held in St. Petersburg in 2018. In the crowd of spectators - children of 10-12 years old. Alexey tells the children a lot, in an accessible and didactic way, how they should "die sooner." Almost all of his "work" is dedicated to the glorification of drug intoxication. “I waste money on drugs and rags … People are like targets in the shooting range. They are so dumb. I could kill them if I got paid,”he tells the children, who look at him with admiration. And he is not alone. The promotion of drug addiction and suicide has become the main theme of the work of many modern rap artists.

The rappers' lyrics are destructive, cynical and monstrously straightforward. And this is no longer heavy artillery, this is a weapon of mass destruction. “The world is terrible, you are a nonentity and you have no future, and therefore go and destroy yourself. And before that, kill others as well,”- this is the main message of many modern Russian rappers.

“Suicide, incest - other words should be tried sooner,” Monetochka offers to children. And the children listen. In 2018, the number of child suicides increased by 14%, said the children's ombudsman Anna Kuznetsova recently.

“I fly into the store, release the store. I have a thousand reasons for this,”sings the rapper Face. And the children listen. Until a few years ago, we thought that mass murders by children only happened in American schools. Now this is our Russian reality. One of the most famous and especially popularized rappers, Oksimiron, released a song and a video several years ago, in which he spoke in detail about exactly how and in what sequence one should shoot one's peers at school. Russian children now also have thousands of reasons to commit mass atrocities.

What are adults doing at this time? What does the authorities do with those who openly corrupt and push Russian children into the abyss? She flirts with molesters. The talents of Monetochka, who wants children to burn in hell, or Oksimiron, who praises mass murder and suicides, has been repeatedly told on central state television channels. In 2017, Russia adopted a law banning the promotion of suicides. But songs and videos of rappers containing calls for suicide and drug use are easily found on the Internet, their clips receive millions of views. When in 2018, in some regions of Russia, local authorities managed to cancel several concerts of the most odious musicians, all major media immediately reported on the repression and oppression of poor rappers. The scandal reached the president,who promised to deal with the age marking of concert and entertainment events. The presenters of the Russia 24 TV channel advised the regional authorities not to oppress the rapper Husky, who calls for “beheading, pissing and burning” his country. And the deputy general director of VGTRK Dmitry Kiselev even compared him with Yesenin.

And in general, there is no need to nightmare rappers, because they are mega-popular! Elj's tracks have been listened to over a billion times, says Kiselev with admiration and envy. If cannibals are so popular, then you need to be friends with them and even support them with state grants. The initiative for state support of rap musicians as new "stadium poets" was put forward in 2018 by the Organizing Committee for the Support of Literature, Book Publishing and Reading in the Russian Federation.

The reason for this flirtation with rappers is clear. Those in power saw in rap music a powerful tool of influence on the minds and decided to use it for their own purposes. The message from the authorities looks something like this: “Of course, you can corrupt children as you like, sing to them about how great it would be for children to self-destruct, about the joys of drug use and about promiscuous sex. The main thing is not to criticize the authorities and serve us. However, repeated attempts to flirt with the ghouls have led nowhere. Rappers became the most active heralds of the 2019 protest rallies. It was they who, in many ways, became the culprits of the participation of children in protest rallies.

After what happened, Yampolskaya's bill, which allows the new “Yesenin” to corrupt children on absolutely legal grounds, looks very ambiguous. “I fill my eyes with kerosene. Let everything burn, let everything burn, the stadium poet from the IC3PEAK group sang at an opposition rally held on August 10, 2019 in Moscow.

This is the anthem of the generation of modern adolescents, their ideology. The authorities have no ideology. And teenagers have it. What will power oppose it? Patriotism a la "the state did not ask you to give birth"? But will the children hear those who betrayed them? Will society continue to passively watch how its children are handed over to cannibals? If the people this time show treacherous weakness, then in a few years it will turn into a big fire, in which "everything will burn out" … this time finally.
