According to the migration service, 269 citizens of Mordovia have not yet replaced their Soviet-style passport with a passport of a citizen of the Russian Federation. After the expiration of the validity period of the old document, its holders, according to the law of the Russian Federation, risk receiving a fine in the amount of 1.5 to 2.5 thousand rubles.

But despite its invalidity, many people refuse to change their passport. The reasons are different for everyone, someone does not change because of old age, some are in prison, but there are also those who adhere to ideological and religious beliefs.

The Federal Migration Service of Russia in the Republic of Mordovia in the Leninsky district of Saransk informs that the replacement of the passport of a citizen of the USSR of 1994 with a passport of a citizen of the Russian Federation was completed on July 1, 2004 But 47 citizens registered in the area use the USSR passport as a document. In 2013, only three people replaced their passports. One of the main reasons for refusing to change a passport is religious. In the Leninsky district, 15 residents cite religious motives.

- The bulk of those who have not changed their passports live with us in Kovylkinsky, Ardatovsky, Ruzaevsky and Zubovo-Polyansky districts. And, in accordance with the description of the passport blank, on pages 5, 7, 9, 11, 13, 15, 19 pages the word "Russia" is printed in stylized letters in ornamental design, and 14 of the 20 pages of the passport are numbered in "devilish" style.

Also, many holders of USSR passports consider it wrong to assign a personal code in their passport. The principled residents explain their dissatisfaction with the fact that they allegedly want to replace the citizen's name with this code. Meanwhile, the State Duma is currently negotiating a bill "On the main document proving the identity of a citizen of the Russian Federation." The document proposes to replace the classic paper passport with an electronic card. It will contain visual and electronic data of the owner, including biometric personal data.

An electronic card will receive a higher degree of protection compared to a paper passport. Its use will reduce the risks of fraudulent actions against the holder of the document. The electronic card will make it possible to reliably identify the identity of a citizen on the basis of many factors guaranteed by the state.
