In this case, the operator is obliged to notify the messenger within 24 hours. He, in turn, re-identifies the user. If it doesn't work, it will deauthorize it. This is the procedure.

But it's not clear, it turns out that if the messenger does not require a phone number for registration, then it cannot work in Russia at all? And of course, the issue of control does not in any way solve the problem that you can register on the left or not on your SIM card. Although these are, of course, individual complications that not everyone will go to.

At the moment, operators are expressing their readiness to follow the new rules, there are no obstacles and complications for them, but what will messengers do? And for refusing to work in accordance with the law, the developer of the application faces a fine of up to a million rubles and a blocking on the territory of Russia. We have already passed the Telegram, and it is not clear whether they stopped trying to block it, or did he make concessions to Roskomnadzor?
