Something incredible is happening in Russia with the climate in 2019. All summer, the country was thrown into a record tropical heat, then into an equally record (for this time of year) cold. And also unprecedented floods that demolished entire cities and towns in Siberia. And at the same time - in the same Siberia (!) - catastrophic forest fires. How can it even be possible that fires and floods happened in one summer? Almost in one place?
As if someone specially arranged tests for Russia with fire, water and copper pipes.
Forecasters shrug their shoulders - they can still explain the reasons for each of the anomalies, but why the natural disasters suddenly converged at the same time in one country - even they do not understand.
And gloomy suspicions are already arising - maybe a climate weapon was used against Russia?
Who! Well, of course the Americans. No one else in the world has such a weapon.
Well, perhaps, also in Russia (more on this below). But we could not use it against ourselves.
It means, for sure, the USA muddies water and air.

Let's say right away - there is no consensus even among scientists and the military. Many, at the mere mention of the possibility of the Americans using climate weapons against Russia in the summer of 2019, twirl their fingers at their temples. They explain natural disasters only by climate change on Earth, pole shift and the greenhouse effect. Well, the fires in Siberia are, they say, the work of those who want to hide the criminal smuggling of timber to China. And you can't argue with that. But not everything can be explained by “black loggers” and global warming.
There are also just primitive denials of the causes of cataclysms: nonsense and nonsense, this cannot be, because it can never be. Professor-geophysicist Yuri Tamantsev adheres to this position:
- All talk about climate weapons is an idle conspiracy theories! Humanity cannot yet fully influence the weather. The climate on Earth is a huge number of interconnected processes: the activity of the Sun, the Earth's magnetic field, ocean temperature, atmospheric phenomena, human impact and other factors.
But the conspiracy theorists stubbornly prove the opposite: the Siberian fires with floods, and the unprecedented cold and hot heat are the work of American "meteorological saboteurs" and their mysterious HARP complex (HAARP - High Frequency Active Auroral Research). Although scientists and the US military and harmlessly call it "just a system for the study of radio frequency effects on the ionosphere."
What is HARP?
A powerful radar complex has been built in Alaska (Gakona training ground). The construction was carried out by BAE Systems. The general contractor is the Pentagon, which speaks of the use of HARP for military purposes.
All tests of the complex are strictly classified.
Currently, the total power of 360 ionospheric radio emitters has reached 3.6 MW. The complex is a huge 13 hectare antenna field.
Scientists and the US military call HAARP "just a system for studying radio frequency effects on the ionosphere."
WHO ARE THREATENING RAYS OF DEATH?
According to geophysicists (both domestic and foreign), with the help of the "death rays" created and controlled by HARP, one can:
1) damage or completely destroy military and commercial communications systems;
2) you can control and change the weather over the territory of any country or region;
3) you can immerse in a dream the inhabitants of entire settlements or lead them to a state of panic;
4) you can cause rains and floods, designed to paralyze enemy communications;
5) stimulate earthquakes or huge waves such as tsunamis;
6) destroy the ozone layer over the territory of the enemy for the penetration of hard ultraviolet radiation from the Sun to the surface of the Earth, which has a detrimental effect on the cells of living organisms;
7) destroy enemy nuclear missiles by overheating their electronic parts;
8) carry out radiography of the subsoil and register any underground tunnels and cavities;
9) But the main thing is that the unpredictability of the results of the use of HARP makes it dangerous for the whole world due to the "trigger" effect with irreversible consequences - up to the rotation of the earth's magnetic axis and a sharp cooling comparable to the Ice Age.

Recently, I have had occasion to meet and talk about the American HARP project with scientists-geophysicists and meteorologists, military forecasters. Here are their opinions.
Nikolay Levashov, academician, radio physicist:
- What is happening now in Russia is the simultaneous use of geophysical and climatic weapons. This is at least the first time I've seen this. The Americans have already used climatic weapons several times. In particular, against Europe in 2003, when artificial heat was created. For example, in France and in other EU countries to force them to buy genetically modified foods from the United States. Europe is firmly in the position of consuming high-quality natural products, which is very disadvantageous to the United States. So they staged a drought with poor harvests.

- On a foreign business trip, I came across a wonderful book about the HARP project, which describes 11 ways of its military application. The Americans are trying with all their might to achieve the declared, and they have indeed obtained some interesting results. Heating the ionosphere can create artificial plasma formations (plasma clouds) and affect the operation of various radio systems.

- By the nature of my service, I have been closely following HARP for 10 years, I have participated in conferences more than once, where the possibilities of this complex were discussed. I also learned something from American scientific journals. So that's it.
It looks something like this. 360 phased antennas focus a high-energy microwave electromagnetic pulse in the ionosphere, resulting in a plasmoid (region of highly ionized gas), or gigantic ball lightning, which can be controlled by moving the focus of the antennas using a laser beam. While moving in the atmosphere, the plasmoid leaves behind a trail of heated air with reduced pressure - a kind of tornado. The strongest destructuring of the climate occurs - fires, hurricanes, floods, tsunamis.

To claim that this system has at least some non-military use is to sin against the truth. - Initially, the Americans conceived HARP as one of the key links in the global missile defense. In fact, the task was to develop a plasma weapon.
When MIRV missiles appeared during the Soviet era, the Pentagon realized that it was impossible to defend against them with conventional anti-missiles. No supercomputer is able to simultaneously process information about the interception of a huge number of targets, including false ones. Therefore, it was decided to use the HARP not only as a climatic, geophysical, but also as an anti-missile weapon.

Experiments with the impact on the ionosphere began in the USSR (as well as in the USA) back in the 60s of the last century.
Everything was done in complete secrecy.
In 150 kilometers from Nizhny Novgorod, a "weather" object "Sura" appeared. He exists there now!
On 9 hectares of "Sura" there are even rows of 20-meter antennas. In the center of the antenna field is a huge radiator. Sura still does not know how to send hurricanes, showers and fires to America. However, studies of the relationship between natural disasters and disturbances in the ionosphere and magnetosphere are still underway.
After the collapse of the Soviet Union, the scale of experiments decreased. Surah now runs about 100 hours a year due to modest funding. For comparison: Americans conduct experiments on HARP for 2000 hours a year.
On this occasion, Professor of Nizhny Novgorod University Savely Grach said with a sigh:
- If this continues, we risk losing the main thing, namely the understanding of what is happening there "with them". Now, despite the general lack of money in the 90s, we still surpass the Americans in understanding the processes in the ionosphere. But the base is collapsing, people are leaving abroad, and the gap is incredibly narrowing.
GEOPHYSICIST WITH AX
The head of the test site, candidate of physical and mathematical sciences Georgy Komrakov spoke in the same tone to his colleague :
- It's just a miracle that we managed to save "Sura" at all! I remember how at night I myself sat with an ax in ambushes, watching over non-ferrous metal hunters. Can you imagine what efforts were required to save "Sura" with two village guards, who themselves were not averse to stealing …
Very little is known about the "weather object" near Nizhny Novgorod.
However, he also appeared in news scandals. For example, the American scientist Scott Stevens accused Russia of the fact that it was with the help of Sura that the devastating hurricane Katrina was created and directed towards the US coast.
