The head of the Accounts Chamber of the Russian Federation is known in Russia as the author of the phrase "I won't give money, no money", which Dmitry Medvedev repeated with variations afterwards. Apparently, this principle works on all verticals - from discussing the country's budget to helping the poor.

Few people like to serve to the poor. So Alexei Kudrin refused to help the beggar, answering with his catchphrase “no money”. In the mouth of the head of the Accounts Chamber, this pearl, of course, sounds quite ironic.

Kirill Martynov, editor of the Novaya Gazeta's policy department, told about this episode, who witnessed the incident with the beggar. Martynov recalled that the phrase “I won’t give money, I don’t have any money” even entered the parody of an official, which was shown in the program “Cartoon of Personality”, which was once aired on Channel One. For a while, this expression was even considered Kudrin's "catchphrase" until it was repeated (albeit in a slightly modified version) by Russian Prime Minister Dmitry Medvedev in communication with Crimean pensioners.
