The research was carried out on the basis of the scientific school "Safe development of social systems" at the Baltic State Technical University "VOENMEKH" D. F. Ustinov. It was revealed that the ethical relativism of citizens of a digital society poses a significant threat to the safe development of society in the context of digitalization in almost all spheres of life. Methods for the formation of impersonality are based mainly on the behavioral approach to managing human behavior: on the one hand, the impact through the education and upbringing system, on the other hand, the impact through the information "nutrition" of children and youth through the streams (mainstream) broadcast by the mass media. Degradation of social systems is the result of impersonality. Anonymity leads to mass replication of conformal masses,which are the basic factor for the creation of a totalitarian society.

We associate the formulation of the problem of impersonalization of social systems mainly with the formation of a digital society in the context of globalization, which at the present stage is taking place in the form of a hybrid war.

In July 2017, the program “Digital Economy of the Russian Federation” for the first time identified eight areas of digitalization: state regulation; public administration; information infrastructure; Information Security; Research and development; personnel and education; smart city; digital healthcare. Almost all areas of human life are being transferred to a digital platform. There is a section about this in the Decree of the President of the Russian Federation "On national goals and strategic objectives of the development of the Russian Federation for the period until 2024" dated 07.05.2018. It should be noted that the program contains the axiom that the labor (including educational) activity of a citizen is recorded in his digital personal trajectory of development. By 2025, the share of the working-age populationhaving a digital record of personal development trajectory is predicted to be 80%. At the same time, the population of cities participating in the concept of "50" smart "cities of Russia" by 2025 is expected to be up to 50 million people [1]. These data show the trend towards comprehensive control over every citizen of the digital society. Those who try to evade such control will de facto occupy marginal positions in society [2, p. 13].

Methods for the formation of impersonality are based mainly on the behaviorist approach to managing human behavior:

Currently, these two most important factors are Scylla and Charybdis, between which a person needs to manage to pass in order to maintain the ability to think systematically. Systemic thinking is such a thinking in which all the semantic units that the human psyche operates are interconnected with each other and interdependent [3]. It is systemic thinking that sets the vector for the development of the individual's creative potential, including the potential of scientific and technical creativity. However, in the present time we can more and more often observe mass manifestations of clip thinking (mosaicthinking, according to E. Toffler), which denies systemic thinking as such. In the clip forms of the cognitive sphere, the reflection of the properties of objects occurs without connections between them. The owners of clip thinking are characterized by the inability to maintain concentration of attention for a long time, to work with semiotic complex structures, therefore, they have practically no critical analysis, they experience significant difficulties when it is necessary to make generalizations, form conclusions, inferences, and also memorize large pieces of information. Their memory works in a short-term mode. The feeling of empathy and reflection is poorly expressed. The following ideological components act as a kind of "drapery" for the intensification of the process of the formation of impersonal social systems:

For example, on May 25, 2018, a new law on the protection of personal data, the General Data Protection Regulation, was introduced in all member states of the European Union, which includes the following documents:

- Regulation (EU) 2016/679 of April 27, 2016 "On the protection of individuals in relation to the processing of personal data and on the free movement of such data";

- Directive (EU) 2016/680 of April 27, 2016 on the protection of individuals with regard to the processing of personal data by competent authorities for the purpose of preventing, investigating criminal offenses, conducting investigative or judicial actions or enforcing criminal penalties, as well as for the free movement of such data.

The main ideas of the GDPR are called the protection of personal data, the protection of the rights and freedoms of people to protect their data and the restriction on the movement of personal data [4].

Given that the domestic establishment is focused on the European vector of socio-economic transformations, these documents are directive for the information space of Russia.

It should also be noted that impersonality is formed, including under the guise of an instrument for anesthesia of the psyche, which gives rest, distraction, escape (escape) from reality. In historical retrospect, this tool manifested itself in the humorous folk culture, in the carnival mysteries, when, under the guise, even the violation of moral taboos was allowed. But these were only one-time actions. And now it is becoming a total trend. For example, in 2019 in St. Petersburg, the immersive show "The Faceless" was demonstrated - a theater of "total immersion", in which the viewer turned from an observer into an accomplice of what was happening, whose personality was necessarily hidden under a mask. At present, a similar show called "The Returned" is being held in St. Petersburg.

Degradation of social systems is the result of impersonality. The dead-end branches of such a vector of the historical movement are primarily associated with a crisis of morality, with a kind of moral amnesia, denial of moral responsibility, first of all, of scientists, educators and educators. Scientific achievements should not be indifferent to good and evil, scientific successes should not overtake the improvement of morals, otherwise science becomes mortally dangerous for the biosphere and man as a part of it. A significant threat to the safe development of society in the context of digitalization in almost all spheres of life is posed by the ethical relativism of citizens of a digital society, for whom the assumption “If there is no God, then everything is allowed” becomes an imperative that determines the direction of thinking and action.

A synonym for relativism is indifference - in fact, a single-root concept with impersonality.

The result of depersonalization is the displacement of the fundamental values of folk cultures, which were formed with the aim of protecting and preserving human health and life, and the expansion of cosmopolitan values corresponding to the value system of Western civilization, which ultimately results in illness of the body and spirit and premature death.

Anonymity leads to mass replication of conformal masses. And they are the most important condition, the basic factor of the environment for the creation of a totalitarian society. H. Arendt in her research convincingly showed that totalitarian movements are aimed at conformal masses and have succeeded in organizing such masses [7, p.411].

In 1920 E. I. Zamyatin was given a warning about the process of leveling the human personality associated with totalitarianism, turning it into one of the elements of the crowd with “faces not clouded by the madness of thoughts”: [8, p.378]. “And now - two scales: one gram, the other - a ton, one -" I ", on the other -" We ", the United State. Is it not clear: to admit that the “I” may have some “rights” in relation to the State, and to admit that a gram can balance a ton are absolutely the same thing. Hence - the distribution: ton - rights, gram - responsibilities; and the natural path from insignificance to greatness: forget that you are a gram and feel like a millionth of a ton”[8, p.310].

Also, the forecast of another architect of the future is quite illustrative: “If you want to imagine the image of the future, imagine a boot coming on a person's face - coming forever” [9, p.212]. So J. Orwell presented a kind of dithyramb to the Denial of personality, which at the same time sounds like a mourning march to the Last Man.

Considering the scenario for the implementation of the objective process of globalization, along which the global society is moving now, it is easy to identify that this scenario is a practical embodiment of the One World concept, which presupposes the construction of a unified civilization of consumption, with depersonalization and leveling of man. Considering the distinctive features of this scenario [10], it can be called a "global concentration camp".

In the context of such globalization, special requirements should be imposed on the quality of information "nutrition" of children and youth, both in the institution of the family and in the institutions of the education and upbringing system. The absence of a system of measures to prevent the demand for information of a harmful, including degrading nature, to create developing (and not training!) Content in the mass media poses a threat to the quality of life and health of the population. In the "Concept of information security of children", approved by Order of the Government of the Russian Federation No. 2471-r dated 02.12.2015, it is correctly noted that if parents "are removed from their responsibilities for the upbringing and development of children and shift them to external players", then the traditional forms of the family are replaced,because information technologies today are quite capable of ousting parents from the process of socialization of children in the family. Information security of children in this document is shown as protecting the child from the destabilizing effects of information products. Moreover, it is noted that state regulation of the content of the media market is not able to fully protect children from harmful information. Therefore, the skill of Distinguishing between good and evil becomes a vital skill that determines the future of a child, which allows the child, among other things, to identify information threats to his health and life, to distinguish toxic information from useful [11]. In some cases, the word becomes a moral poison. And if material poisons taste disgusting and the consequences of their impact appear almost immediately, then moral poisons (infiltration, according to I. A. Ilyin) slowly,but they surely destroy the child's psyche and poison all the potential possibilities of his future full life.
