In Russia, they propose to introduce punishment for disseminating false information - for example, for public lies. Corresponding amendments to the Administrative Code are now being developed in the Federation Council, the author of the initiative, Senator Irina Gekht, told Izvestia. At rallies with environmental demands, citizens are intimidated with unverified information, promising, for example, a massive increase in oncological diseases due to the work of a factory or plant. So, in particular, there are “pseudo-ecological” non-profit organizations that pursue political goals, the senator explained.

The new norm will affect not only the environmental sphere - punishment will be provided for inaccurate information on any topic. As an example, Irina Gekht cited the medical field: authoritative scientific studies have long proven the need for vaccinations, but you can still hear calls not to get vaccinated because of the alleged threat of disability or subsequent diseases. The Ministry of Health is trying to restrict the dissemination of false information, trying, in particular, to ban the propaganda of HIV dissidence, she recalled.

At the same time, the author of the initiative admits that it is rather difficult to determine the criteria for unreliable information. Now lawyers are looking for a way "not to infringe on the rights and freedoms of citizens within the framework of the bill" - the developers have no intention of prohibiting the population from pointing out problems or fighting for clean water and air, explained Irina Gekht. Tracking and assessing the reliability of the information disseminated, in her opinion, should be primarily "the authorities in charge of this or that topic."

The proposals of the authors are very difficult to enshrine in the law, and the committee will be able to assess the bill only when it is submitted to the State Duma, Pavel Krasheninnikov (United Russia), head of the relevant Duma committee on state construction, told Izvestia.

Environmentalists and lawyers fear that the wording in the document will be vague and provoke excesses. If only information from relevant government agencies is considered reliable, the rule can be used against residents and civil society, said Sergey Tsyplenkov, executive director of Greenpeace Russia and chairman of the HRC commission on environmental rights. He recalled how, thanks to caring citizens in 2017, Rosleskhoz admitted the underestimation of the areas of fires.

Cases of "environmental extremism", when false information is disseminated at public events, have really become more frequent lately, noted Andrey Kornitsky, project manager of the S&K Vertical law firm. In his opinion, such actions must be suppressed by law in the event that they entailed adverse social consequences, such as protests or riots.

It is desirable to protect the population from unreliable and often inadequate information, but the proposed measure is redundant and can be used to fight “too curious citizens,” believes Timur Khutov, a member of the Russian Lawyers' Association.

Andrei Nekrasov, a lawyer and senior lecturer at RANEPA, drew attention to the fact that people can be reasonably mistaken: it is not always clear where the line of credibility lies in this case. He is sure that if the norm is adopted, it will affect not only in-person public speeches, but also statements on the Internet. But so far none of the countries in the world where the Convention for the Protection of Human Rights and Fundamental Freedoms is in force has managed to come up with an effective protection against the spread of rumors and gossip, the expert concluded.

It is planned to agree on the final version of the bill by the end of April; in late May - early June, the authors plan to submit it to the State Duma.

However, it looks like times have changed dramatically again.

The first explanation assumes that the theories of the "false scientists" are the most true, and the world is exactly as they say. And this correct perception of the world goes so far as to contradict official dogmas that it threatens to overturn the entire world politics.

For example, suppose there are aliens on Earth. If so, then perhaps these aliens are in control of everything here? Hence all the cover-up plots. Hence, not even an adequate citizen of Kim Jong-un with everything - and he denies aliens.

Or, suppose that the global flood (or other cataclysm) was not in some Precambrian period, but only 300-400 years ago. In this case, some people, bearers of antediluvian technologies and knowledge, probably remained and, since then, it is these people who rule the world, mediating their secret government through some kings or kings.

The law on combating information extremism will be, to begin with, just a wonderful option. If the country begins to prosecute people who say publicly that there are chemtrails and aliens, and that there are forests over 200 years old, that the Earth is quite possibly not quite round, that the planet Nibiru is flying to this Earth, then a lot of people will lose some - or the desire to protect this country from anyone.
