The problem of legal regulation of the activities of robots will have to be solved sooner or later. And although now robots do not occupy such a large part of our lives, if the rapid growth and development of robotics continues as quickly, we can soon expect the creation of a "declaration of the rights of robots." However, some researchers are already talking about giving robots human rights.
As part of the World Festival of Youth and Students, which is now taking place in Sochi, during the discussion "Big data: revolution", the issues of opposing the human mind to artificial intelligence were raised, as well as the topic of robots and their place in this world. Touching upon the topic of AI, experts spoke about the fact that, despite the rapid development of this industry, the human mind remains competitive. According to one of the speakers, Professor of the Skolkovo Scientific Research Laboratory Eric Mannes, “We are trying to train artificial intelligence to process gigantic amounts of information, which literally in 2-3 years each of you will use in your smartphones, but without human control, this threatens our security. To date, there is no better computer in terms of power than the human brain. It is the human brain that must retain its main role in solving problems even in the digital age."
At the same time, given the fact that all large amounts of information are stored remotely and various machines have access to them, it is necessary to maintain strict control over the activities of AI and robotic mechanisms.
“If a person loses control over the activities of artificial intelligence, the world may be in danger. Soon it will be necessary to amend the Declaration of Human Rights, supplementing it with the rights of robots, which will acquire responsibilities. Moreover, it is not required to distinguish between a robot and a human by different legal documents. It is only necessary to supplement the existing legislation”.
