This law was passed unanimously by the US Senate and House of Representatives. Whereas the greatness of the United States is largely due to the fact that they were able to democratically realize the harmonious national unity of their people, despite the extreme diversity of their racial, religious and ethnic origins, and

Since this harmonious amalgamation of the diverse elements of our free society has led the people of the United States to a sympathetic understanding of popular aspirations everywhere and to an acknowledgment of the natural interdependence between the peoples and nations of the world, and

Since the enslavement of a significant part of the world's population by communist imperialism makes the idea of the peaceful existence of nations a mockery and damages the natural ties and understanding of the people of the United States with other peoples, and

Since, beginning in 1918, the imperialist policy of Russian communism led to the creation of a vast empire, which poses an ominous threat to the security of the United States and all free peoples of the world, and

Since the imperialist policy of communist Russia led by direct and indirect aggression to the enslavement and deprivation of national independence of Poland, Hungary, Lithuania, Ukraine, Czechoslovakia, Latvia, Estonia, Belarus, Romania, East Germany, Bulgaria, mainland China, Armenia, Azerbaijan, Georgia, North Korea, Albania, Idel-Ural, Tibet, Kazakia, Turkestan, North Vietnam and others, and

Since these enslaved nations, seeing in the United States a citadel of human freedom, seek their leadership in their liberation and gaining independence and in the restoration of religious freedoms of Christian, Jewish, Muslim, Buddhist and other faiths, as well as personal freedoms, and For the national security of the United States, unwavering support for the desire for freedom and independence shown by the peoples of these subjugated nations is vital, and since the desire for freedom and independence of the vast majority of the peoples of these subjugated nations constitutes the strongest obstacle to war and one of the best hopes for a just and lasting peace, and since it is we who should clearly show to such peoples the historical fact in a proper and official manner,that the people of the United States share their aspirations to regain freedom and independence, That will henceforth be.

Decided by the Senate and House of Representatives of the United States of America, assembled in Congress, that: The President of the United States is empowered and requested to promulgate a proclamation declaring the third week of July 1959 "Week of Enslaved Nations" and calling on the people of the United States to celebrate this week with ceremonies and performances. The President is further authorized and requested to promulgate a similar proclamation annually until freedom and independence is achieved for all the enslaved nations of the world.

In 1959, Lev Dobriansky, a nationalist from Galicia, pushed through the US Congress Public Law 86-90, according to which Russia and the Russians were recognized as aggressors, and all other “enslaved peoples” of the USSR were called upon to throw off the yoke of the Russians. The authors of the document did not even bother to hide where the legs of this law grow from: the whole concept of "enslaved peoples", adopted by the democratic United States, was imported from Nazi Germany. For example, Belarus in this document is called "White Ruthenia" - after the name of the "Nazi Party of White Ruthenia", formed from Polish and Belarusian nationalists in 1937 in Berlin by Hitler's special services.

Strictly speaking, the very concept of revenge and partition of Russia was developed in Germany after the First World War under the guise of “fighting communism” by creating a “fifth column” in the countries that were supposed to be conquered. In Germany it was called "liberation theory".

By the beginning of World War II, the "theory" had been perfected in detail and backed up by an extensive conspiratorial network of "anti-communists" overseen by Gerhard Gehlen. Nazi Germany sold this "package of ideas" to the Anglo-American allies in order to avoid defeat. When it became clear that the armies of the Third Reich would be defeated, secret negotiations began between the German military and financial circles with the Western allies of the USSR. The negotiators on both sides belonged to the transnational financial-industrial brotherhood that nurtured and financed fascism.

The result of negotiations between the Nazis and the Anglo-American allies was an agreement to promote the idea of a "Christian West" uniting the "Third Reich without Hitler", the United States, England, France and a number of other European countries into a pan-European, Euro-Atlantic, anti-Soviet alliance. In accordance with this agreement, the denazification of Germany was suspended, the Nazis returned to power in literally every corner of the FRG.

Subsequently, the concept of a "Third Reich without Hitler" was taken as the basis for the anti-Soviet (anti-Russian) alliance, which was named the North Atlantic Treaty Organization (NATO). The Captive Peoples Act has become one of the tools of the Rollback theory, an analogue of the German fascist theory of "liberation", which was introduced into American strategic thinking. In the spirit of Rollback, the results of World War II had to be replayed, the advantages gained by the Soviet Union in the war were taken away from Russia.

The Rollback concept was a collection of information-psychological warfare methods that were developed in the Ostministerium by Alfred Rosenberg in the 30s of the twentieth century. These methods formed the basis of the Western political strategy in the Cold War, as well as numerous "cover operations". Rosenberg's strategy was based on the general recruitment of dissidents from the non-Russian peoples of the USSR and had the ultimate goal of the collapse of the Soviet Union and the destruction of Russia.

In exchange for participation in this grandiose strategic operation, the national minorities in the USSR and, accordingly, the "republics" on whose territory they were "titular" peoples were promised nominal independence - in the role, of course, of the satellite states of Great Germany. In the Anglo-Saxon reissue, Rollback's strategy was aimed at driving the communists out of Eastern Europe and completely crushing the USSR. Euro-Atlantic propaganda was introduced into American political consciousness with the help of the Crusade for Freedom. It was a gigantic campaign in the United States jointly by the CIA and mainstream media.

Law PL86-90 was passed in the United States on July 17, 1959. It is also called the “law on the dismemberment of Russia”. It follows from the document that the policy of communist Russia led to the enslavement and deprivation of national independence of Lithuania, Latvia, Estonia, Ukraine, Belarus, Armenia, Georgia, Turkestan, Azerbaijan, Idel-Ural, Cossackia, etc.

In the text of the law we read:

“Since these enslaved nations see the United States as a citadel of human freedom, they seek their leadership in their liberation and gaining independence and in the restoration of religious freedoms of Christian, Jewish, Muslim, Buddhist and other religions, as well as personal freedoms and as for national For the security of the United States, the unwavering support of the desire for freedom and independence shown by the peoples of these conquered nations is vital … it is we who must, in an appropriate and formal manner, clearly demonstrate to such peoples the historical fact that the people of the United States share their aspirations to regain freedom and independence. Every US president took an oath to comply with this law. According to a number of researchers, about $ 4 billion was spent on the implementation of this law and the implementation of relevant political operations. Despite the collapse of the Soviet Union and the change in the political and economic system throughout the entire former USSR, this law is still in effect and creates a legal basis for US intervention in the internal affairs of both individual CIS states and the entire Commonwealth as a whole. An example of this is the announcement by US President George W. Bush, pursuant to the said law, on July 21-27, 2002, the "Week of Captive Nations". In his appeal dedicated to this event, George W. Bush included Belarus among those states in which “people are deprived of the most basic rights to freely express their opinions,and their daily life is clouded by fear of the secret police."

The text of Law PL 86-90 was developed on the initiative of Senators Douglas (Illinois), Jaywitz (New York), Congressmen Fagan (Ohio) and Bentle (Michigan) and the Ukrainian separatist Dobriansky (How and by whom was the law on the dismemberment of Russia prepared / Free speech of the Carpathian Rus. USA, 1979, November-December, p. 23). This law, or as it is sometimes called a resolution, was passed by the US Senate and House of Representatives and approved by President Eisenhauser. In October 1918, the government of President Wilson developed a plan to dismember Russia into separate "independent regions" under US control. The official map of Russia drawn up by the US State Department for the Paris Peace Conference consisted only of the Central Russian Uplands. The appendix to it said: "All of Russia should be divided into large natural regions, each with its own economic life."

In 1952, the chairman of the American Committee for the Liberation of the Peoples of Russia, Admiral A. G. Kirk, emphasized the continuity of the struggle "against the tsarist autocracy of the nineteenth century", since, in his opinion, it was precisely "the vices that were exposed at that time that flourished in the USSR," therefore, one row of fighters arises: “From the 1825 Decembrists thirsting for freedom. to the fugitives from the Soviet Union we are greeting today”.
