The biggest proponent of human chipping is Zoltan Istvan, who, in general, wants us all to become half human and half robot - thus, living hybrids, whose life would be more stable thanks to technology.

According to The Sun, representatives of the US naval forces met with Zoltan Istvan and spoke with him specifically about the connection between man and machine. The military also talked, in particular, about the possibility of chipping all the inhabitants of our planet, so that they could be tracked.
