Runet status will be fixed in legislation by 2018. The scheme of its operation will also be described. Experts plan to technically eliminate the possibility of disconnecting the Russian Federation from the Internet by 2021, according to the draft Digital Economy program prepared by an interdepartmental working group under the Ministry of Telecom and Mass Communications, which has already been sent for consideration to the government.
As reported by Izvestia, plans to protect the connection to the Runet are enshrined in the project of the Digital Economy program. This document prescribes to determine by 2018 the legal status of the Russian segment of the Internet, as well as its infrastructure, financing and other things.
“It is important to prevent even the very possibility of this shutdown, so that our virtual world remains regardless of the events in the world,” the newspaper quotes the words of Ilya Massukh, the head of the Information Security working group.
He explained to reporters that today there are several options to leave the Russian Federation without the Internet, for example, to disable root DNS servers.
The upcoming program provides for the creation of our own Russian servers in the country. By 2021, Russia should already have an autonomous infrastructure for uninterrupted connection of users.
The head of the Association of the Internet of Things Andrei Kolesnikov believes that in practice, disconnecting the Russian Federation from the global network is not possible, since this requires all countries to disconnect Russia from the DNS at once, but the authorities prefer to play it safe.
