The regional authorities can allocate money for the creation of the Molebian "anomalous zone".

The regional authorities are planning to create a park "Anomalous zone" Molebka " in the Kishert district. As follows from the explanatory note to the budget for 2019, Molebka is included in the list of territories with "high tourism potential". It is planned to allocate 33.55 million rubles for the development of the infrastructure of the "anomalous zone", as well as the park in the Komi District and the Permsky Natural Park next year. The Ministry of Culture called these projects outdated, but did not explain how they got into the explanatory note to the budget. Experts disagree on the prospects for the development of Molebka. Some doubt that investments will lead to an increase in the flow of tourists, since the excitement around the anomalous zone has already passed. Others argue that the area could attract tourists from neighboring regions.

The draft budget of the Perm Territory for 2019 and the planning period of 2020–2021 provides funds for the creation of the Molebka Anomalous Zone Park. As follows from the explanatory note to the document, the park is planned to be created in 2019. Within the framework of the main event "Development of the tourist cluster" Permsky " next year it is planned to allocate 33.55 million rubles, and in the next two years, 27 million rubles. With these funds, in addition to the development of the "anomalous zone", it is planned to create a park of wooden sculptures of Komi-Permian fairy tales "Winter" in the village of Kuva and to develop a service infrastructure on the territory of the "Permsky" natural park. How funds will be distributed between these objects, the explanatory note does not say.

Answering the questions of the deputies of the regional parliamentary committee on industry, economic policy and taxes, the head of the regional ministry of culture Vyacheslav Torchinsky called the projects of the parks in Molebka and Kuva "outdated data." “These were one of the development options. Now we are narrowing everything down to the directions that will emerge as a result of the “Don't stay at home” project,”the minister shared his plans. Mr. Torchinsky was unable to explain how these projects got into the explanatory note.

The so-called anomalous zone, or "M's triangle", is located in the area of the village of Molebka, Kishert district. The place became popular among fans of extraterrestrial civilizations and just tourists, when ufologists said that anomalous phenomena were occurring on the territory of the triangle that could be associated with alien activity. This year, Forbes included the Moleben Triangle in its ranking of the most mysterious places in the world, along with Area 51 in the US and UFO Capital Wycliffe Well in Australia.

The authorities of the Perm Territory and the municipality discussed various projects related to the development of the "anomalous zone". At different times, it was announced that the creation of a center for ufological tourism (this project was estimated at amounts from several tens to 150 million rubles), then the construction of an observatory with a dome in the form of a flying saucer. However, none of these projects was implemented. The abnormal status of the territory is still underlined by art objects: a sculpture of an alien at the entrance to the village, installed in 2011, and an art object "Molebsky Nail", which simultaneously symbolizes the memory of the Demidov plant and communication with space. In addition, at the exit from the Yekaterinburg-Perm federal highway, a road sign with a symbolic UFO image and the inscription "anomalous zone" in Russian and English was installed.

Tamara Konopatkina, the head of the Kishert district, could not explain what specific objects the regional budget funds could be directed to, but suggested that it was about infrastructure: “These are roads and elementary landscaping. And to accommodate tourists for the night, feed them and arrange excursions is already the task of small business."

It is worth noting that the organization of tours to Molebka is carried out by both organizations specializing in "abnormal" tourism and "ordinary" tour operators. However, the tours are held not according to the schedule, but after the recruitment of groups. Some market participants assume that after investments in infrastructure, the flow of people wishing to get into the Moleb Triangle will not grow. “The peak of interest in the anomalous zone has calmed down,” says Evgeny Koksharov, head of the regional tourist center “The Lost World”. “People do not go there en masse. I think that it is absolutely pointless to artificially create and stir up the excitement."

Elena Shperkina, director of the Valida travel agency, on the contrary, claims that the anomalous zone attracts tourists not only from the Perm Territory, but also from the neighboring Sverdlovsk Region. “I think the latter are even more famous. The anomalous zone is located near the border with the Sverdlovsk region, which attracts tourists from Yekaterinburg,”the expert notes. According to her, the infrastructure should "complement the unique natural conditions and not destroy the atmosphere of the place." “You can put in order the road to the anomalous zone, establish points of sale for souvenirs, unusual food,” the expert suggests.
