All devices purchased abroad will be subject to registration with payment of state fees. If this is not done, the smartphone will be locked. Thus, they will try to combat the flow of counterfeit goods and make it easier for the special services to search for terrorists.

In the near future, a bill will be submitted to the State Duma, according to which all residents of the country will be required to register devices purchased abroad on their own and pay a state fee of 100 rubles. We are talking about gadgets with IMEI codes (international mobile equipment identifier). These include not only smartphones, but even some models of water meters.

If this bill is adopted, then from February 1, 2020, not only unregistered new smartphones and other devices, but also stolen devices and phones with unauthorized IMEI or mobile phones with the same numbers, will not remain on the network.

The authors of the project note that the Russian budget lost 16.6 billion rubles from illegal or unaccounted import of gadgets, and the introduction of the bill will avoid such losses and reduce the amount of counterfeit. Among other things, in this case, it will be easier for special services to track and catch terrorists.

The authors of the bill cite as an example countries that have adopted a control system for subscriber devices by IMEI number, among them - France, Netherlands, Great Britain, Belgium, Denmark, Finland, Germany, Hungary, Italy, Sweden, Ireland, Norway, USA, India, South Africa other. It is noted that in Australia, after the introduction of such measures, it was possible to return every fourth phone to the owners.
