The covert struggle of the siloviki with the capitalist ministers lobbying for the interests of transnational cellular corporations trying to seize the frequencies of the Ministry of Defense and Roscosmos ended (at least for now) with the victory of the military. According to the Vedomosti newspaper, President Putin wrote the “I Agree” resolution in a letter from the Security Council with a negative position on the allocation of 3.4-3.8 GHz frequencies for the development of 5G networks in Russia. Liberal media and industry lobbyists have already raised a howl about the fact that Russia is now waiting for a technological lag behind the West, modestly keeping silent that the main goal of introducing this technology is the development of the "Internet of things", as well as total surveillance of the population, which is gradually being prepared for chipping with using any electronic passports, imposing biometrics, etc.
The war for 3.4-3.8 GHz frequencies has been going on for over a year. Cellulars, together with Rostelecom, as well as the American and Chinese corporations in their shadows, have achieved the inclusion of an item in the Digital Economy national program on launching 5G networks in five million-plus cities by 2020, and in the future - entangling their networks all over the country. The 5G lobbyists are not saying that this technology, which involves a multiple increase in the electromagnetic effect on humans and wildlife in general, can be hazardous to public health - although a number of Western countries do not allow these technologies to enter them precisely because of concern about the health of citizens … In Russia, in general, no serious scientific research on this topic has been carried out so far - the very possibility of such research has been discussed only now (by the way,in exactly the same way, the Ministry of Education and the Higher School of Economics with ASI and Skolkovo behind it are introducing the Digital School project, allocating hundreds of billions of budget rubles for it, but without bothering to find several hundred thousand rubles for research on possible harm to children's health from the massive transition to tablets and electronic boards). Even less than the health of the sponsored electorate, lobbyists are worried about the opinion of a significant part of Russians who oppose the digital transformation of Russia for religious beliefs, who believe that the real goal of digitalizers is to establish an electronic concentration camp with total surveillance of human biological objects.
The only thing that has kept digitalists' appetites so far is the army and, more broadly, the position of the security officials (the Security Council of the Russian Federation), who have repeatedly denied businessmen their claims to the frequencies of 3.4-3.8 GHz, each time patiently explaining that this is frequencies of the Ministry of Defense and Roskosmos and their transfer to the commercial sector means undermining state security.
Nonetheless, the government "Chicago boys" continued to pressurize the interests of merchants and multinational corporations. It got to the point that a whole group of lobbyists, headed by Deputy Prime Minister Maxim Akimov and Digital Minister Konstantin Noskov, pulled the scandal out from under the carpet and asked the deputies to help them "clear the frequency range" right at the parliamentary hearings in the Duma.
However, the siloviki did not give up and were able to convince President Putin. As the newspaper "Vedomosti" writes, the guarantor of the Constitution, who was on vacation in Crimea, heeded the demands of the military and wrote the keyword "I agree" on the Security Council's refusal letter.
However, unfortunately, it is not necessary to expect that the lobbyists of digitizing everything and everyone will humble themselves and shut up. Thus, a representative of the same Akimov told Vedomosti that “the government is involving operators in projects in pilot zones, is studying the possibilities of the Russian industry to work with different bands, including 4.4-4.99 GHz”. By the way, it is at these frequencies that 5G networks operate in Japan and China.
Those. no one refuses the very idea of switching to 5G, just for the time being, cellular operators were offered frequencies less convenient for them, for which they will need to purchase new equipment, which will become massively available only in a few years. In addition, the current decision is beneficial to the "Chinese party": the Chinese Huawei has some smartphones, base stations, etc. already support this range. This means that there is a risk that our digital authorities will not only reorient the Russian cellular market to China, but will also try to transfer other Chinese experience, such as a social rating system, to Russian soil, i.e. total surveillance and the realm of artificial intelligence.
