During the post-war years, over half a million reports of UFO tracking have been collected all over the world, not only on all continents, but also in the oceans, in space and even on the Moon. Naturally, some tracking is not well tested, at times distorted and even falsified.
At the same time, there is a large number of UFO surveys by residents of entire cities, ship commanders, crews and passengers of aircraft, groups of officers or scientific workers, whose objectivity is beyond doubt. There is a sufficient number of documentary evidence of the existence of UFOs: more than 70 thousand photographs, over 120 film documents (in in particular created by automatic devices), many records of photographs and readings created from the screens of radars and tracking stations for satellites, the authenticity of which has been attested. The direct action of UFOs on terrestrial equipment and wildlife was observed, physical signs left by them during landings were repeatedly discovered. All this information demonstrate that UFOs actually exist, that they are not optical deceptions, not illusions or fictions of people who are psychologically unbalanced,looking for cheap fame or yearning for extraordinary events. The tremendous attention among people to the UFO phenomenon is explained by 3 intriguing circumstances that leave a strong impression on witnesses and excite our imagination. At times they have a non-standard specific effect on the environment, technology and people; and finally, their actions sometimes give the impression of clearly reasonable. The study of UFOs is very difficult, since they not only cannot be obtained for detailed research, but it is even unrealistic to predict the time and place of their next generation, because they are constantly formed absolutely amazingly, in the most different areas and more often for a short time in total. Not small difficulties are associated with the fact that it is sometimes very difficult for scientists to distinguish true objective information from subjective and seeming, which is also explained by 3 circumstances:
- first of all, certain facts related to UFO activity look so fantastic that our mind refuses to perceive them as reality;
- secondly, most often there is no possibility of a strong verification of the testimony of witnesses from the standpoint of their reliability;

An additional obstacle to the study of UFOs in Russia was the instruction, which was in effect until 1989 in the Department for the Protection of State Secrets in the press, not to publish materials about unidentified flying objects without the permission of the Department of General Physics and Astronomy of the USSR Academy of Sciences (Ned … 1989, N 23), as a result whereby numerous cases of UFO tracking in Russia remained unknown.
