On December 5, 2018, the State Duma adopted in the first reading the government bill "On state (municipal) social order for the provision of state (municipal) services in the social sphere". A few days ago, the State Duma considered amendments to this law and adopted them. According to the latest changes, vouchers will be introduced at all levels from kindergarten to college. Deputy Smolin harshly criticized this law, because he believes that this voucher cannot fully cover the costs of education, which means that part of education will be paid. The school is legally obliged to monitor the learning ability of children in its microdistrict and send daily reports on the attendance of all enrolled in the Department of Education, explaining the reason for the absence of each child in class. In the case of vouchers, the payment for a missed lesson could be compensated for by such a bully, and when the money from the voucher runs out, the child's parents would have to pay for the studies out of their own pockets. In general, the idea is good if we introduce a reward system for children who are striving for knowledge. Those who are reluctant to study will have enough compulsory "voucher" subjects. And they will not whine that there are many lessons, and parents will not cry that they are asking a lot. And those who want to study and show good and excellent results would be encouraged by additional certificates for classes, and that would be right. My opinion is a good idea. For our free universal education has completely depreciated. If they start paying, they will appreciate it.
