The Sovereign Internet Law, which partially comes into force in November and is fully operational in 2021, could slow network access speeds by more than 600 times, down to the dial-up levels of the mid-1990s.
This conclusion was reached by the working group of the Russian Union of Industrialists and Entrepreneurs, having analyzed the bylaws of the Ministry of Telecom and Mass Communications, describing the procedure for centralized network management and requirements for equipment that will be used to sovereign the Internet.
In particular, from 2021, Russian providers will be required to use the national domain name system. At the same time, the maximum delay time when accessing the system, according to the norms of the Ministry of Telecom and Mass Communications, should be up to 5 minutes, RBC cites the conclusions of the RSPP. So much can only be taken by accessing the site, without loading information.
This is 625 times slower than now: for most Russian providers, the ping to the American DNS server does not exceed 8 milliseconds.
A number of the ministry's requirements are completely unfulfillable, according to the RUIE. Thus, the technical means that are used to determine which network address a certain domain name corresponds to must interact with the information systems of bodies and organizations throughout the country.
But as of January 1, there were more than 3.74 million organizations in Russia, most of which use several information systems (accounting, personnel records, etc.). In addition, such systems may not support the ability to work on the Internet, contain data related to state, banking and other types of secrets.
In addition, the documents require that information on malfunctions of technical equipment, software and communication facilities be entered into a special journal, but it is not clear which facilities are the subject of regulation. The Russian Union of Industrialists and Entrepreneurs indicates that communication facilities carry out trillions of operations, and meeting the requirements of the project may lead to a decrease in the speed of information transfer and the inability to provide access to the Internet. The modernization of these funds can cost tens of billions of rubles and will take at least two years.
The representative of the Ministry of Telecom and Mass Communications declined to comment on the remarks of the RUIE, noting that they have not yet received the letter of the union.
