The space program of the USSR is believed to be less expensive, but no less interesting in terms of scientific experiments. And suddenly both countries began a hasty curtailment of their space projects.
By 1974, at the Central Design Bureau for Experimental Mechanical Engineering (TsKBEM), under the leadership of chief designer Vasily Mishin (1917-15-01–2001-10-10), the N1-LZM project was ready, intended for the exploration of the moon. However, no money was allocated for its construction.
Anton Pervushin in the already mentioned book "Battle for the Moon" (Chapter 7 - "Lunar variants") writes about this: the number of automatic spacecraft launched and the sequential curtailment of the entire program under the pretext that the Moon has been fully studied and is no longer of interest to science."
After TsKBEM was reorganized into the Research and Production Association "Energia", Valentin Glushko (08.20.1908-10.01.1989) was appointed its head, who in October 1974 began developing a comprehensive work plan for the NPO for the coming years. It was assumed that the visit to the moon by Soviet cosmonauts would be of a long-term nature - with the design of new heavy spaceships for lunar expeditions and the construction on the moon of various options for residential and work complexes, as well as vehicles.
Until his death, Valentin Glushko tried to convince the Soviet "top" of the need to finance a scientific program for the exploration of the Moon, but all his attempts remained in vain, although the development of individual parts of the system had already reached the stage of preliminary design.
… In recent years, many documentaries devoted to the mysteries of the moon have been and continue to be released on Russian TV channels. These films, of course, differ in the quality of presentation and level, but there are some very interesting works among them. Among this kind of films is Vitaly Pravdivtsev's 44-minute documentary "The Moon. Secret zone "(another name -" Moon. Another reality "). The film was shot in 2007 and at one time was shown by the TV channel "Russia".
In the final, fifth, part of the film (it is called "The Concealment"), the exact opposite is said about the fact that the Moon has been fully studied and is no longer of interest to science. Evgeny Arsyukhin, astronomer, coordinator of lunar observations in the CIS countries, says the following about more than 30 years since the termination of the lunar programs of the USSR and the USA: “For such a long time, the Moon remains an extremely poorly studied object. Very few fly to her - at least officially. Why do all the plans for the construction of a lunar base (at least in terms of providing regular flights to the moon with just probes) remain only plans?"

But back to the evidence of lunar and near-Earth anomalies. This evidence, as a rule, comes mainly from interested American observers, which is explained by an understandable reason: during NASA's lunar expeditions, the scientific community in the United States was more open to this kind of observation and discussion than in the USSR. However, in recent years, more and more Russian data began to appear.
Soviet cosmonauts, as a rule, never mentioned any unexpected encounters in Earth's orbit. It is clear that this is due to the closed nature of the Soviet space program, which was in fact a special space exploration program within the military programs of the USSR Ministry of Defense.
The authoritative Russian ufologist Vladimir Azhazha notes that our cosmonauts persistently argue that for a UFO, they say, one can take waste tanks rotating in near-earth space. In his book "The Pursuit of UFOs" (Chapter 3, sub-heading "Luna Park") Vladimir Azhazha ironically remarks on this matter: Vladimir Kovalenok.
True, during the orbital journey of the Salyut-6 space station in 1978, Vladimir Kovalenok wrote in his logbook: “August 15. 14.01–14.47. In the early 1990s, the situation changed. In his book, Vladimir Azhazha cites as an example the publication of October and December 1990, when first the Rabochaya Tribuna newspaper, and then Pravda itself, reported on the fact of the UFO sighting by cosmonaut Gennady Strekalov.
“I actually saw this interesting optical phenomenon on September 26,” the cosmonaut told Pravda. "It seems like it was a round cloud, shiny like a Christmas tree ball." Isn't it a strange cloud, especially since it ascended to a height of 20-30 kilometers?”, Vladimir Azhazha commented on this testimony.
It is known that after the completion of the Apollo-14 mission in February 1971, the lunar module with Edgar Mitchell and Alan Shepard (1923-18-11–7/21/1998) on board landed on the moon near Fra Mauro crater. Problems began after the end of the program: after taking off from the surface of the Moon, the astronauts could not dock with the orbital module to return to Earth - only the sixth attempt was successful.
Vladimir Azhazha, in his aforementioned study, in this regard cites a curious tale: “During one of his visits to Moscow, Mitchell saw a photograph of a gray-bearded old man in shorts at one of the Muscovites and asked:“Who is this?”.
They answered him: "This is our Russian man - Porfiry Korneevich Ivanov, a man from outer space, as he calls himself." The astronaut was agitated: "So we saw him on the moon!" Then he took out his photograph and signed: "To Mr. Ivanov with gratitude for the salvation!" The picture was sent to Ivanov. The elder was very pleased with this, and in his cherished notebook he wrote that nature protested against the landing of people on the moon and decided to leave them there, but he managed to convince her not to do it."
The story is more than strange, to be sure. However, examples of another kind can be cited.
Soviet "Lunokhod" objects non grata?
In the first half of the 1970s, the Soviet program for exploring the moon using remotely controlled lunar rovers was launched. In 2003, the newspaper "UFO" published in St. Petersburg (No. 36 (303) from 01.09.2003) published the certificate of the driver of the spacecraft "Lunokhod-2" Andrey Petrovich P.
The eyewitness, most likely, hid behind a pseudonym, since among the composition of the control group "Lunokhod-1" (1970) and "Lunokhod-2" (1973) is a person with the same name, patronymic and surname starting with "P", does not appear (see Anton Pervushin's research "Battle for the Moon", Chapter 6 - "Lunar Step", sub-heading "A Brief History of Lunar Rovers"). It is impossible, of course, not to admit the option that the whole story below is a frank invention.
Nevertheless, the story told by the anonymous author, which, by the way, is actively walking in the Runet, is very curious. So, according to "Andrey Petrovich P.", the events developed as follows:
“We came across something completely extraordinary. Although now I think that the project leaders have always guessed that the moon is inhabited. Otherwise, why install a coaxial machine gun on the Lunokhod? We, the drivers, were perplexed, but we were not supposed to ask.
I was driving a "tractor" (as we called among ourselves "Lunokhod"), there was a partner nearby. He was the first to draw attention to the strange education. It was not we who decided where and how to go, but the scientists. They conferred and decided that it was worth getting closer. Driving a "tractor" is not easy. Reduced gravity, and most importantly, a three-second signal delay, forced to do everything with the utmost caution. You get stuck - there is no one to push. And you will not give repair, hands are short. Therefore, those fifty meters that separated the "tractor" and the object, we covered for more than an hour - despite the fact that the path was surprisingly smooth. Stopped every five minutes, stopped and peered at the object. The guess gradually grew into confidence - in front of us was an artificial structure. Most of all, it resembled the Eskimo's snow house - a hemispherical dome about two meters in diameter.
"Traktor" stopped at a distance of ten meters from the dome, and scientists began to desperately argue about what to do next. We decided to inform the project leaders. Above they responded with an order: wait and do nothing. We waited for the arrival of the management.
A few minutes later the picture on the screen changed: in the dome it was like a door opened, or rather, slid to the side. An insect-like creature emerged from the dome, or perhaps it was a robot. He approached the "Lunokhod" - and at this the connection was interrupted. And then the bosses began to arrive.
The tape on which the insect appeared was played dozens of times. I have memorized all the details. Rather, it was not even an insect, but a crustacean. Cancer, but only a meter long cancer. We, of course, were reminded of the subscription - we had no right to tell about what we saw in the hall to anyone, even from the members of the project, for example, the driver-changers, not to mention our family members or even strangers.
Attempts to revive the "tractor" were carried out for several days. On the fourth day, a signal was received, but the signal was very strange - it was not a "picture" or telemetry data. A variety of units were involved in decoding the signal, but it was rumored that the secret services ransomware had solved it. Actually, it was only required to understand that the signal was one of the encodings of the Latin alphabet, after that everything fell into place: we received a message. The message was in an earthly language, but that was Latin. We were declared persona non grata. The moon is the sovereign territory of the "People of Heaven." Any unauthorized landing on the lunar surface will be considered an act of aggression.
The message was interpreted as a bad joke - they say, one of the workers sent a signal, presenting the case in such a way that it allegedly came from the moon. It was difficult to believe in the existence of such a mystifier, but it was even more difficult to believe in the crustaceans selenites, speaking in classical Latin. However, a thorough check of all links of communication did not reveal a crazy joker (and the consequences of such a hoax would be such that only a crazy person could decide on such a thing).
They urgently began to prepare a new series of "Lunokhod", which were not tractors, but rather tanks. It was no longer machine guns that stood on them, but the weapon is incomparably more powerful, it is still a secret, therefore I will not spread. And the case is such that you cannot easily open it. We tested them at the range, hitting the "potential enemy" at any distance. We were preparing thoroughly for three years. The designers perfected the "tanks", and in the end it was not a car - a god of war. Four of them have been approved by the state. We were getting ready for work, but, to be honest, it was anxious at heart.
But in September 1976, the project was closed, and they made it clear to us that no work was foreseen either now or in the future. Taking another subscription in the end, they let us go to all four sides. I immediately got a job in a taxi company. Sorry? Sure. On the other hand, it's better that way. Without war…"
Lunokhod-2, part of the Luna-21 station, landed on January 16, 1973 in the Sea of Clarity (172 km south of this place, a month before the events described, the module of the last manned US spacecraft Apollo-17 landed). The landing of Lunokhod-2 was accompanied by the breakdown of navigation equipment. The detailed photographic map of the landing area, which was found in the USSR under very strange circumstances, was of great help.

Lavochkin Oleg Genrikhovich Ivanovsky (born 18.01.1922), said the following: “Immediately after the landing of Luna-21, an American delegation arrived in Moscow to discuss the results of the study of the planets of the solar system. The meeting took place from January 29 to February 2, 1973. On it, one of the American scientists carefully approached Ivanovsky and put an envelope in the pocket of his jacket. Inside was a detailed photograph of the Luna 21 landing area. The area was filmed by the Americans ahead of Apollo 17's departure. This photograph actually saved Lunokhod-2.”
The last message from TASS about the movement of "Lunokhod-2" was dated May 9, 1973. The official version of the completion of the "tractor" sounded like this: getting out of the next crater, the car scooped up the lunar soil on a solar battery. Because of what the charging current fell, and due to the ingress of dust on the radiator, the thermal regime was violated. All attempts to save the device ended in vain.
In 1975, Lunokhod-3 was manufactured, a more advanced one, which passed the entire cycle of necessary tests on Earth. But it was not delivered to the moon. At the then general director of the NPO named after Lavochkin Sergei Sergeevich Kryukov (1918-10-01 - 2005-01-08) for some reason changed the attitude to the lunar program: all forces were switched to the delivery of lunar soil, and not to conduct observations on the Moon. We do not know for sure if President Kennedy shared with Khrushchev his suggestions about what awaits man on the moon in the early 1960s after the so-called Brookings Report essentially predicted the discovery of evidence of extraterrestrial civilization on the moon. But we do know that shortly after the official launch of the Apollo program (May 25, 1961), one of the goals of which was called "an attempt to reach the Moon to the Soviet Union," President Kennedy secretly made the following proposal to Khrushchev during the first Vienna summit: "Let our nations fly to the moon together!"
