The most interesting thing in the development of Franklin Roosevelt's reforms (something that sometimes became possible, and then more and more often) is the informal justice over members of the elite. At all times, a righteous judgment - whether over the financial, over the nomenklatura, over any other oligarchy - was impossible. Of course, the courts have been sentenced to death more than once or twice by the courts, but this, as a rule, happened if they lost in the struggle for power.

At one time, Boris Strugatsky in an interview with “Novaya Gazeta” (No. 8 of February 6, 2006) correctly said: To change society, it is necessary to change the judicial system; to change the courts, you need to change the society. I must say that I personally (at one time) devoted a lot of time and effort to ensure that a righteous and fair trial over financial and nomenklatura oligarchs becomes possible in our country. I was, oddly enough, close to success. I will tell you a little about this work when I talk about the new emerging mechanisms of the noospheric economy and the role of non-governmental organizations (NGOs) in them. The role of these organizations is growing strongly in our world and this is very good. In fact, NGOs are now becoming a real alternative to political parties, religious organizations, state systems and TNCs, both in politics and in the economy (NGOs that have no ideological coloring). To me personally, a new society seems impossible if these so-called "third sector organizations" do not become a real force, but more on that later.

During the reforms of Roosevelt and after them, the society in the West began to seriously get out of dependence on the financial oligarchy. Occasionally, it became possible for people to come to elective posts who were not bribed by TNCs or who did not express them; they are interesting for other reasons. And the people's struggle for their rights slowly, but more and more accurately, began to receive a real opportunity to rely on the support of the law. Namely, this is where the end of any oligarchic system begins, which the classics of Marxism also did not understand.

It was here that the true transition of our civilization to a new quality began, but, alas, it was not realized and continues to remain unconscious to this day. The chance to make human civilization not oligarchic may yet be missed, as Ivan Efremov warned us about in the novel "Hour of the Bull". The noospheric worldview, in contrast to the communist, does not suffer from the naive belief that a "bright future" is inevitable.

All the processes described in the United States took place far from civilized, but according to the bestial laws of monopoly. The struggle was not for life, but for death. It may very well be that President Roosevelt had to pay for these transformations with his life. The circumstances of his death are still not completely clear, and a proper investigation has not been carried out.

Roosevelt managed to manage to do the main thing: to introduce elements of state regulation and planning into the US economy, as well as to put the state and TNCs under informal and ever-growing control by the individual and society.

This radically improved the situation in the economy. The country got rid of the crushing crises of overproduction that plagued the capitalist world. But something else is even more important: the moral improvement of society began. The dominant of the credit and financial mechanism began to weaken, which means that the operation of animal laws began to weaken.

And then it was like in the USSR and China in the corresponding historical periods: a quick exit from the crisis, a rapid economic recovery. The USA has become the most powerful power in the world.

The main feature of the transformations carried out by Roosevelt is very clearly visible. They significantly reduced the influence of monopolies and significantly increased the influence of the state. This very clearly demonstrated the fundamental error of Marx and Engels. The state, it turns out, is not always an apparatus of oppression and suppression in the hands of large owners. It is very capable of working against them too. And here a colossal field for theoretical work opens up. The evolution of statehood, it turns out, can proceed not only by protecting the interests, in this case, of the financial elite. It is capable of turning the state into a counterweight, and an effective counterbalance, to its influence.

That is, the state mechanism is capable of becoming a system that limits the arbitrariness of the imperialists, forcing the elite to seriously reckon with the law, to direct the dynamics of the development of socio-economic relations in the interests of everyone and everyone, and not just the monopolists. And, as the unforgettable Mikhail Sergeevich said, "The process has begun."
