Have you already read that the unified biometric system will start working in Russia from July 1, 2018? I could not find the details now, but I read something about the law that prohibits in Russia to collect and store information about citizens in one database, which are the most complete and unnecessary for the service. Well, as far as I understood, you cannot collect everything, everything, everything about a Russian citizen in one place. And here we get just about such a database.

Why is all this being done?

The Ministry of Telecom and Mass Communications and other departments have been developing a Unified Biometric System since mid-2016 on behalf of the government commission on information technologies. First of all, the system will be implemented in the banking sector. Now the State Duma is considering amendments to the law "On Counteracting Legalization (Laundering) of Criminally Obtained Incomes and Financing of Terrorism" biometric system. It will be enough for a citizen to visit the office of a bank that has permission to collect biometrics once, write a statement in it and submit the data.

After that, it will be possible to become a client of any bank and receive banking services remotely. Verification of users within the framework of the biometric system will be carried out by the image of the face and the voice: to confirm the identity, it will be necessary to record an online video, saying the phrase required by the system in front of the camera.

Other common methods of biometric customer identification in the world include a fingerprint, a scan of the retina and a drawing of the veins of the palm.

So far, it is reported that the volume of actions that a client can perform on the basis of biometric data is determined by the bank's decision. At the initial stage of the implementation of the system, simple operations will be available to the user (transfer within their accounts or opening a deposit for small amounts), but in the future two or three years, clients will have access to complex operations, such as obtaining a mortgage, he said.

The digital platform itself is located in the cloud-based secure infrastructure of Rostelecom, to which banks will have access through special communication channels of the Interdepartmental Electronic Interaction System (SMEV).

User data will be transmitted over secure communication channels using domestic cryptoalgorithms. To solve this problem, Rostelecom is developing a special mobile application with built-in cryptographic information protection tools.

And this is generally some kind of fantasy. Rostelecom discussed with the Moscow government the possibility of using biometric identification when paying for public transport fares. A person will not need to use additional devices or tickets - the system scans his face, the money is debited from his account. Since face scans can be done in-line, turnstiles will be unnecessary.
