This is the estimated cost of a research base for contact with highly developed civilizations, whose traces of presence are found from time to time by the inhabitants of the Earth. Theoretically, it can be built in one decade, and in this shortest time to reach the level of a full-fledged dialogue with representatives of another (not human civilization).
Alfred Teplov, director of one of the private enterprises in the city of Zaporozhye, relying on research on the nature of the configuration of "circles" or "drawings in the fields", their diversity, technology of execution and the territory of distribution in the countries of the globe, in his publications proves that a highly developed civilization really exists on Earth in parallel with our civilization, therefore his idea of creating "Zone-14" (this is the conventional name of the "dish-pod") for contact with "aliens" is a logical continuation of his reasoning about their existence and the possibility of contact with them.

According to the researcher, "Suintsy" (a term from the phrase "creatures of another civilization") over the past fifty years have often appeared before the eyes of mankind and have already achieved certain results in preparing for "contact"; they were finally noticed by people and believed in the reality of their existence. The matter remained with officials, politicians, businessmen and science.
The main reason for the fact that someone is hard knocking on our door, the researcher calls the notorious "crop circles" and considers them as attempts by "aliens" to converge. Crop Circles since 1980 have covered 49 countries and the most attention has been paid to England. Its fields accounted for 56% of all circles of the globe. In second place is Germany - 9%, then - Canada, the Netherlands, the USA, Poland and the Czech Republic, recently Ukraine has joined them.

Teplov. “After the appropriate reasoning, I came up with the idea of the need to create“Zone-14”for contacts with“aliens”.” And I believe that Ukraine, quite deservedly, can take the most direct part in this.

- Roughly the whole project will require about 10 billion dollars (it is possible that more, given the need to build pyramids with rooms, underground hangars, tunnels and much more). The construction could be completed in 10-15 years. The first stage alone will require approximately one billion. The funds will be spent on the general development of the project, the organization of the territory, the construction of a hotel and housing complex (this is a priority, the term is not more than a year), in one wing of which design bureaus and research units will be located, as well as the construction and equipment of a workshop (workshops) experimental training …
I hope that research groups will be able to sell (or transfer to sponsors) their developments and (or) experimentally tested ideas (including new discoveries) in two or three years.
