If it overcomes all these difficulties - the so-called "limits to growth", and moves to safe and reliable "sustainable development", then the intellectual and moral level of its representatives will be quite high. Perhaps, this stage of development is not overcome by all numerous - according to Fermi - civilizations of our Galaxy. But only such beings get the opportunity to reach the stars.
