Neutral in relation to humanity, apparently, are civilizations based on the constellations of Hounds Dogs (8 messages), Libra (4 messages), Cygnus (39 messages), Centaurus (28 messages) and Andromeda (4 messages).
Detailed information about the civilization from the constellation Hounds of the Dogs was obtained by a resident of Volgograd, retired Lieutenant Colonel V. Krasnov, during two contacts with two members of the ship's crew from this constellation in 1990.
According to Krasnov, both aliens (man and woman) were 190-200 cm tall and were completely human-like, with white skin, golden hair and blue eyes.
They communicated with Krasnov only telepathically and were very friendly. The aliens told Krasnov that their civilization is located on the planet Tatz, located near the double star of the constellation Hounds of the Dogs and in another dimension, and they supposedly can move from one dimension to another. And in every dimension there are intellectual, aggressive and backward civilizations, like the earthly one.
They come to Earth from their constellation every 100 years, and each visit lasts 10 years.

Another contact with aliens from the constellation Hounds of the Dogs was in 1990 at the inspector of the Khabarovsk Criminal Investigation Department, Galina Kozyreva.

The contactee Marina Lukonina from the city of Obninsk was invited by aliens from the constellation Libra to their ship in 1985, and she visited the planet Sahra, near one of the stars of the constellation Libra.
The crew members of this ship were up to 270 cm tall, and on the planet itself there were giants even 350-400 cm tall, which supposedly live up to 400 years.

For a number of years, these contacts have been investigated by a well-known ufologist, former head of the Kostroma Department for the Investigation of Organized Crime, Colonel of Justice V. Dyachkov, so they should be taken more seriously.
These contacts began with a resident of Kostroma I. Mayantsev back in 1980, when he had several long dreams, during which he allegedly visited different cities of an unknown planet with a greenish sky and without a star. The inhabitants of this planet were completely similar to humans, with white skin and blond hair, but growing from 250 to 300 cm.
Telepathically, Mayantsev was told that he was on the planet Pikran, which is the fourth planet of the star Lucca in the constellation Cygnus, and he was tasked with drawing a map of the main continent of Picran called Gessakht.
With the help of information received from somewhere, Mayantsev made such a map and put on it the places and names of 105 cities with a population of more than 100 thousand people. According to the instructions received, he hid the map and did not tell anyone about his "travels" to Picran, and his dreams ceased for 10 years.
But in 1990, Mayantsev's friend, pensioner Mikhail Ivanovich, also had two such dreams, in which he visited two other cities on the same planet, whose names were on the map made by Mayantsev. After each trip, Mayantsev's memory was not blocked, and he remembered all the answers of the Picrants to his questions and, after returning, wrote them down in his diary.
He clearly remembered everything that he saw at Picran, and painted with detailed details beautiful color images of buildings, structures, vehicles and the Picrants themselves.
Back in 1991, Mayantsev received material evidence of his space travel. It happened as follows.
Being, as it seemed to him, on Picran, he then took a piece of a substance similar to clay in his hands, began to crumple it … and woke up to find that in his palm were three identical objects, similar to shriveled apricots. Mayantsev later gave two of them to Dyachkov, and kept one for himself.
Comprehensive studies of such a subject, carried out at the Institute of Geochemistry and Analytical Chemistry of the Academy of Sciences, have established that this is some kind of unknown organic matter, similar to algarite.
In 1992, at Picran, Tiin explained to Mayantsev that these are the so-called dioors, which the Picrans allegedly have been sending to Earth for 20 years through sealed temporary channels, invisible to earthlings, as sensors to monitor the ecological state of the Earth.
In 1993, 10 identical holes with a diameter and depth of 1.5 mm appeared on the dioor that remained at Mayantsev's, and the dioor that was at Dyachkov's remained intact.
In 1994, Mayantsev was shown images of the two hemispheres of Picran with three continents and several seas and was given the task of making maps of these hemispheres and two other continents. Mayantsev completed these tasks. His "flights" continued in 1995, 1996, 1998, and in total he visited Picran more than 25 times.
When Mayantsev asked Ashvish how he got to Picran and back, he replied that Mayantsev's earthly essence was transported with lightning speed by "annihilation draft through a vacuum tunnel from compressed zero time." It is, of course, impossible for earthlings to understand such a formulation.
Mayantsev died in 2003.
Of course, this whole story looks rather implausible, but Colonel Dyachkov, who investigated it in detail, believes that it really happened. Only, in his opinion, during these "travels" Mayantsev's physical body remained on Earth, and his astral body traveled.
A number of contacts with the envoys of the Cygnus constellation took place with a native of Kostroma, journalist L. Lebedev, who lives in Petropavlovsk-Kamchatsky.
It began with the fact that in 1994 in his apartment a long-broken and not connected to the network TV suddenly started working and an image of a flying saucer appeared on the screen, which at that time was hovering over Avacha Bay.
Then it became visible on the screen that there were five earthlings (three men and two women) inside the plate. But when Lebedev asked the alien who appeared on the screen to show him the engine of this plate, instruments and maps, there was no answer to his request.
The next night the screen lit up again, and then Lebedev asked to show something alien. An image of a huge, seated, stone idol appeared, at whose feet a little man was doing something. Then a planet was shown, on which the likeness of dinosaurs grazed. And in conclusion - an earthly guy with three little girls sitting on his lap.
When Lebedev asked the stranger who appeared on the screen: "Where did you come from and will we meet the limas again?", The information arose in his mind: "We are from the constellation Cygnus, you will see us again."
The third and fourth contacts occurred with Lebedev in 1996 and 1997, when a color (!) Image of an alien appeared on the screen of the same broken black-and-white TV.
This time Lebedev asked him how planetary systems are formed.

During the last telecast, according to Lebedev, a voice from the screen allegedly claimed:
- Eve was really created from the rib of Adam, which "the Lord God used as information material for growing the fetus and maintaining it with subsequent blood transfusions";
- the inhabitants of the Earth supposedly always need to honor the prophet Moses, the prophetic Oleg and Ivan Susanin (and their images were shown on the screen).
In conclusion, the voice allegedly said that he knew "the ancient and glorious city of Kostroma."
All these data, allegedly obtained by Lebedev during the last alien telecast, are most likely the fruit of his rich imagination, because it is impossible to imagine that a representative of a distant constellation would actually praise Lebedev's native Kostroma.
Doubts about the veracity of Lebedev's stories about the "miracles" that happened to the TV also arise due to the fact that, it turns out, his wife and son, who lived with him, did not know about them.
A civilization neutral in relation to humanity, apparently, is located near Alpha Centauri. For the first time this became known from the testimony of Dick Miller, who, back in 1954, claimed that he had allegedly visited a ship that had flown in from Alpha Centauri. The commander of this ship told Miller that the Centauri first visited Earth 14 thousand years ago and since then periodically observe the progress of earthlings. But they do not want to interfere with the development of humanity.
In 1962, the Italian Eugenio Siracuso met on Etna with representatives of the planet Metaria, located on Alpha Centauri.
The messengers from Alpha Centauri looked like the Nordic race - tall, blond with white skin and blue eyes.
And finally, another, fifth, civilization neutral to humanity, which seems to be based on the planet Enstria of the constellation Andromeda.
It was first reported by an atomic scientist from Mexico, Professor Gernandez, who in 1974 had a meeting with a resident of Enstria. The alien told Hernandez that, according to the Enstrians, humanity is on the wrong path, but it is impossible to do anything to save the earthlings against their will. Therefore, the people of Enstria are only studying the situation on Earth.
In 1980-1988, James Forbes from South Africa allegedly also had a number of contacts with the Enstrians, and during one of them he was delivered to a huge alien space station with a diameter of 700 km, located in low-earth orbit, at an altitude of 30 thousand km. There were many spacecraft of ordinary size at this station, most of which were from Enstria, and about a fourth from the planets Mentaka and Auriega in the constellation Orion.
About 10 years ago, a message about an alien station with a diameter of 700 km would have been considered fiction. But there are facts: the instruments recorded the presence in the near-earth space of unknown objects of the correct geometric shape, 300-400 km in size.
Separate consideration should be given to information about a civilization that supposedly exists on the planet Ummo, near the star Wolf-424 in the constellation Virgo, which were especially widespread in the 1960-1970s. And now it would be possible not to remember this, if sites dedicated to the planet Ummo did not continue to appear on the Internet, and information about it would not appear in the recently published books "Secrets of Extraterrestrial Civilizations" (Sobolev et al.) And "UFOs over the Planet Land”by Marina Popovich.
Information about the planet Ummo was originally contained in letters sent by unknown people on behalf of the Ummites for decades to separate addresses in Spain, France, Canada, USA and Australia, the total volume of which to each addressee ranged from 700 to 1000 pages.
These letters said that the Ummites were convinced of the erroneousness of the scientific, philosophical and ideological attitudes of earthlings and decided to make the necessary adjustments with the help of their letters. But these letters were mostly filled with philosophical speculations about the structure of the Universe, biogenetic foundations of life and others that were of no interest.
Some new ideas were also outlined in general terms, such as the use of gravitational waves to transmit information, the creation of aircraft that overcome the sound barrier without explosive sounds, etc. discovered Bertrand Russell, Mahatma Gandhi, Ernesto Che Guevara, Albert Schweitzer, Leo Tolstoy and others who actually died long ago.
The then famous French professor Jean Pierre Petit attracted interest in the Ummo, who claimed that most of the results of his research in physics were allegedly prompted to him in the messages of the Ummites.
But when J.-P. Petit tried to explain the triangular UFO flights over Belgium in 1990 by regular visits of the inhabitants of the planet Ummo; not only scientists, but also ufologists turned away from him.
And the head of the French group for the study of aerospace phenomena (Gepan) Claude Poer in 1970 collected most of the letters of the Ummites and attracted scientists to their analysis. It turned out that 50 percent of the information contained in them was an outright lie, and the other half, although true, was compiled at a very low level, without deep scientific analysis. Poer also proved that the photographs of UFOs with the Ummo emblem, similar to the Russian letter Z, taken in San Jose de Valderas, were fake. And when examining the photographs of the Ummite ships placed in their letters, it turned out that these were models suspended on strings.
In addition, in this whole story there was not a single meeting of people with Ummites, and aliens have never used such a primitive method of transferring information as sending letters.
The "Encyclopedia of UFOs and Aliens" (by D. Ricci) also says that there was not a single proven position in the information allegedly received from the Ummites and the whole story with the planet Ummo is a hoax.
And the overwhelming majority of ufologists have never even mentioned the existence of the planet Ummo.
In general, when analyzing the information received from contactees about extraterrestrial civilizations visiting our planet, it should be borne in mind that there were much more such contacts.
