On the eve of New 2018, President Vladimir Putin signed a law on the creation of a unified biometric database of the population of Russia, which was actively opposed by the patriotic community.
Opponents of biometrics collection have reason to believe that the president was not informed about the specifics of the new law, and its name does not correspond to the content at all: “On Amendments to the Federal Law“On Counteracting Legalization (Laundering) of Criminally Obtained Incomes and Financing of Terrorism”. But be that as it may, in six months this law will come into force, and its danger is that it does not provide for the possibility of refusing to submit their biometric data when working with government agencies, banks and "other organizations."
An unprecedented case! Russia may turn out to be the first country in the world where communication of individuals and legal entities with the state and banks will become possible only after receiving biometric samples of all citizens of the country. The exact composition of biometric data will be determined by the Russian government. How is the law planned to be implemented? An individual will need to come once to any bank that has the right to register in the Unified Biometric System. The person will be registered there, biometric samples will be taken and sent to a single database. The law states that registration is carried out only on a voluntary basis, with the consent of the person himself. Anyone who decides to join the new system must give "consent to the processing of personal data and biometric personal data for identification using information technology." Voluntary entry into an electronic system means complete submission to its masters. And "voluntary" participation, as we know, over time turns into "compulsory".
Under the conditions of the new automatic system, the citizen will no longer appear as a rational person, but as a numbered commodity, as a thing among things. Then you no longer need to look people in the face, ask questions to clarify the identity. Their identification will be carried out by the computer - according to the specified biometric parameters.
This destroys the elementary norms of human morality. In the past, parents taught their children what you can know about another person and what you shouldn't ask. And now electronic systems will accumulate completely intimate information about citizens, even those about which they themselves may not know.
In the initial version of the draft law, only commercial banks' clients were mentioned, and in the final version, the list of organizations using the new registration system is not limited by anything. Now this includes "government agencies, banks and other organizations" that "have the right to confirm the accuracy of information." Among them are the owners of "information systems of state bodies, including the Pension Fund of the Russian Federation, the Fund for Compulsory Medical Insurance, state information systems determined by the government of the Russian Federation." In conclusion, we note that the collection of biometric parameters of a person for placing them in electronic databases directly violates a number of articles of the Constitution of the Russian Federation (Articles 2, 3, 7, 15, 17, 18, 21, 22, 23, 24, 28, 29, 32, 33, 45, 51, 55), although these rights and freedoms are not subject to limitation even in a state of emergency (clause 3 of article 56 of the Constitution of the Russian Federation). Thus, the introduction of electronic biometric registration of citizens can be considered an action aimed at the complete elimination of the constitutional rights and freedoms of Russian citizens.
