In order to keep track of the civilizations of different planets, they must have spaceships that will quickly deliver their workers to all the planets being monitored. However, there is a speed limit in space. You cannot fly faster than the speed of light. If you fly at such a speed, you can hardly keep track of all the planets.
But we are talking about highly developed civilizations. Their view of the laws of physics is much broader. They could find a way to get ahead of the light.
Many scientists are convinced that if it were possible to overtake light, then time itself could be overtaken. In other words, one could go into the past. That is, we are talking about creating a time machine. Perhaps highly developed civilizations were still able to create it, outrunning light.
What are the benefits of a time machine for KOH? The time machine gives them knowledge of all the disasters that can destroy entire civilizations. For example, looking into the future, they know what to prepare for.

A time machine makes it easier to prevent disasters in the past. For example, imagine that you need to destroy a meteorite in Chelyabinsk. You have already experienced this moment. You know how to blow it up in order to bring minimal destructive consequences. Of course, you could blow it up somewhere in space, but then you would not be able to know that it should be blown up in the past, since you would not see the explosion. That is, the paradox of time prevents it from being blown up somewhere in space. Therefore, the explosion will occur as it should.

In one of my past articles, I said that catastrophes that could destroy the Earth in the past can prevent people from the future. However, they may not be people. They can be any intelligent creature with a time machine. Perhaps these are just the KOH workers.
Perhaps the work of KOH is precisely to travel into the past and prevent catastrophes that can destroy civilizations on other planets. They know in advance about cataclysms, so they are always ready to prevent them.
If they have a time machine, then we can create a hypothesis about the origin of KOH.
Perhaps KON is an alliance of highly developed civilizations that have united in the future to protect civilizations. That is, their observers are watching us from the future.
This suggests that our people can also enter the KON, if there in the distant future, our civilization has become more intelligent.
What can prove that KOH is from the future?.. That they do not come into contact with us. We should all meet in the future, so we shouldn't meet in the past. The paradoxes of time interfere with contact. It also serves as the reason why, KOH monitors civilizations and why they prevent their catastrophes. Because these civilizations are themselves in the past.
