President of Belarus Alexander Lukashenko, speaking on December 16 at a meeting with the heads of law enforcement agencies, suggested imprisoning officials without trial or investigation for the "stick and dumb" system. He demanded a change in approaches to assessing the effectiveness of officials.
“As I am informed, the stick-and-dumb system has not yet been eradicated, almost everyone is guilty of this: militia, customs authorities, tax inspection, fire service, sanitary station and others. It comes to the point that the management from employees directly demands to bring at least three to five reports on violations of the law per day, if not, they will be left without a bonus. It is unacceptable, for this it is necessary to go to jail without trial or investigation,”said Alexander Lukashenko.
The President of Belarus did not forget to walk through the policemen. He said that sometimes the workers themselves show zeal in the hope of distinguishing themselves, and that on this occasion he has many questions for the police.
According to Lukashenka, the main criterion for effective work is not the number of violations detected and fines issued, but the preventive effect.
As a result, Lukashenka instructed to prepare a large-scale amendment of the legislation on administrative offenses by July 2020.
