The Izvestia newspaper, citing a "source close to the Central Bank," reported that from 2019, collectors will have access to the Unified Biometric System (UBS), launched in Russia on July 1, 2018. It was reported that this measure would simplify the process of identifying the debtor, reduce the "psychological discomfort" arising from personal communication, prevent collection from other people by mistake, and also allow the identification of debtors hiding from the claimant.
Later, the Central Bank denied this information and emphasized that at the moment “only banks can collect biometric data and use the remote identification mechanism for the purpose of remote opening of an account (deposit), providing a loan and making transfers without the personal presence of an individual,” RBC reports.
Recall that the EBS was developed by order of the Ministry of Telecom and Mass Communications and the Central Bank of Russia, its early version was presented in February this year. The system will collect biometric parameters - an image of a face, a scan of the retina of an eye and a voice "cast" - and store this information along with passport data, phone numbers, SNILS and so on. It is planned that this year the EBS will start operating in 20% of banks and their regional branches throughout Russia, and by the end of next year it will appear everywhere.
Those who are somewhat wary of such prospects, the authors of the project and numerous “experts” are in a hurry to calm down and name many advantages of the system. First, they say, the collection of biometric data will be carried out only with the consent of the client and, moreover, completely free of charge. Secondly, it will allow you to receive financial services remotely, "without getting up from the couch." I uploaded my voice and photo to the database - and now you just need to speak a few words on your smartphone camera to get a loan, open a deposit or transfer a large amount of money.
But still, let us ask ourselves a question, is the EBS not another step on the way to the gradual deprivation of modern man of freedom? Or the same “privacy”, the right to which is spelled out in Article 23 of our Constitution.
According to Russian law, a citizen has the right to demand that search engine operators delete this or that information about himself on the Internet, and the operator is obliged to fulfill this requirement. But in the field of finance, the personal information of citizens who, once they have entered into an agreement with one or another banking structure and have given consent to the storage and processing of personal data, may subsequently be out of their reach. That is, if a person has a credit history that can cause any damage to his reputation, he cannot get rid of it, even if he decides to end all relations with banks altogether.
As for the Unified Biometric System, the collection and storage of data for it, as noted above, is carried out with the personal consent of citizens, therefore, formally everything corresponds to the letter of the law (Article 24 of the Constitution of the Russian Federation).
What can we say about the elements of biometrics in our daily life. In some companies, for example, when an employee enters the office, an iris scanner is used. And the fingerprint scanner has become an integral part of many smartphones. Thus, the gadget stores your biometric data, which, if hacked, can become available to anyone.
